摘要：
本文分析了VBR承视频在用于视频监控时所面临的问题，针对视频监控应用的特点，提出了一种最大限度保证视频质量的流量控制策略，对该策略的理论模型进行了分析，并通过实验对此策略进行了检验，提出了可能的改进。

Abstract:
The paper analyses the challenge to meet in VBR-based video surveillance systems, and proposes a domain-specific flow control scheme. A theoretical mo del is used for analysis. An experiment is done to test the performance of the scheme, and some possible improvement is also proposed.
