Abstract:

Policy-based billing is a new technique for future systems. This paper brings forward a new billing policy architecture based on the integration of the traditional billing process framework and the eTOM（extended Telecom Operation Map） billing business framework. This paper also gives a set of policyy components based on the analysis of the billing business process. A VOD use case is given at the end of the paper.
